ABOUT THE «PROPERTY MARKET PARTICIPANTS»

        «Amlak Bazari Ishtirakchilari» (in this text, hereinafter to be referred to as Property Market Participants) Public Union («PMP» PU) was established on July 2003 and registrated at the Justice Ministry of Azerbaijan Republic on December. «PMP» PU is the sole non-government organization acting comprehensively and professionally in the real estate field in our country during the last 8 years.
      
The followings are included in the activities of «Property Market Participants» Public Union:
•To provide information, marketing, training and consultation relating to real estate market
•Investigate possible opportunities of real estate market and other related economic fields;
•Study the property entered into the market and dynamics of concluded deals;
•Analyze and forecast of prices per territories and segments
•Determine property profitability and liquidity level:
•Analyze demand and supply geography for regions and economic zones;
•Prepare business-plans and technical-economic, legal basis
•Conduct analysis on all fields of economy (bank, finance, accounting, quotation, analysis, regulation, statistics, securities, leasing, Property and trade market and etc.), prepare economic projects, conduct inquiries and workshops;
•Provide consultancy services relating to use of real state
•Analyze services and quality standards and prepare proposals;
•Prepare proposals relating to establishment of proprietors’ activity in order to provide priorities on property security, regional development, environmental protection and social security;
       
Chief objective of the Union is to achieve study and promote reforms performed on all fields of country economy, including movable or immovable properties, and applied technologies. Further:
•Study and analyze of macro and micro problems of economy, cooperate with state authorities in the said field, investigate theoretical and practical ways of the problems by scientific methods based on international practice;
•Assist to further development of various fields of economy in regions, and to involvement of local and foreign investors;
•Study and promote advanced and progressive ideas for development of regional Property market, conduct enlightenment on forming of proprietary intellection and building ecologically pure Property market, publicize scientific and practical materials, and provide consultancy services on preparation of vocational standards and rendering services;
•Prepare proposals and conduct some arrangements together with Property marker participants, commercial organizations, realtors, bankers, insurers, assessors, brokers, finance consultants, lawyers, architectures, engineers, designers and etc., and other such issues are included in the chief objectives of the Union.
        In addition, the activities executed by the organization are much larger than aforementioned. The Organization cooperates regularly with important state authorities, bodies, real estate market and private companies engaged in economy, international organizations, and executes grand projects relating to real estate. Discussing the activities of the organization the followings should be indicated:
       
Computation of price index
       «PMP» Public Union performs the computation, presentation to public and permanent development of «Azeri REI» price index. In the real estate market, «Azeri REI» price index is computed on all segments of real estate market per each three months.
         Books
        Our organization has published and presented 4 books of about 20 books have been prepared by this organization relating to real estate market so far. Wide and comprehensive information related to real estate of Azerbaijan of Baku and whole Azerbaijan discussed in the said books is presented to public. The said books are the followings:

«Amlak Bazari» (Property Market) Journal
          It’s already five years that the Organization has been publishing «Amlak Bazari» (Property Market) Journal – monthly media paper with high circulation. Information, interviews, analysis and interpretations related to real estate market, simultaneously on various fields of the economy of the country are published in the journal. Banks, insure companies, construction companies, realtor services, quotation organizations make speeches in the journal every month.
           Bulletins
           Monthly bulletins, quarterly, half-year and annual magazines may also be included in the publications of the organization. General tendency and dynamics of the market for all segments of real estate market are studies and reflected in such bulletins and magazines. Further, the organization publishes and promotes hundreds of booklets and brochures.
           Speeches in Mass Media
           Experts of the Organization provide regularly public with available situation and conditions in the real estate market by Mass Media. The monitoring conducted by Mass Media show that «PMP» is at present the most addressed organization on real estate market by Mass Media.
Local and International arrangements
          «PMP» PU holds not only local arrangements but also international conferences, and participates in international conferences. In 3 day workshop arranged by «PMP» PU at the «Ambassador» Hotel on March of 2008, Mrs. Peggy Ann McConnochie, International Property Fund Coordinator, USA, provided the participants with lecture and information about real estate market of USA, Alaska practice. In addition to representatives of realtor organizations, construction companies and some public organizations acting in our country, teachers of Azerbaijan State Economic University, Mass Media representatives and other visitors participated in the said 3 day workshop.
           Besides, the competition on results of 2007 organized by our organization among construction companies was appreciated in our Republic as the first competition among such competitions held so far among construction companies. Presentation ceremony related to conclusion of the arrangement was held in Park-Inn hotel and the ceremony was presented to public by Mass Media, including 5 television channels.
            Projects
            «PMP» Public Union participating in execution of several successful projects so far is willing to implement all projects relating to real estate market and personnel staff, experience in the said field stimulate the organization to win successes in even difficult projects. Note that it’s regularly 8 years that «PMP» PU has implemented 3 huge projects, each of which covers 7-10 months, of the Ministry of Economic Development. Note that two of them were the projects to be implemented within «State Program on Social Economic Development of Regions (2004-2008)».
The first project of «PMP» PU was titled «Real estate market, opportunities and study of perspectives in Azerbaijan» covered 10 months period.
The second project - was the Northern region project within regional development program that completed at the end of 2007.
The third project - «Study of production potential and price tendencies of construction materials in Regions» started from June 1, continuing successfully and will have been completed until the end of 2008.
          Further, it’s already 5 years that the Organization in association with Baku Inter-Banks Foreign Exchange Market has been implementing Real Estate Market project. Simultaneously, the Organization has been participating in implementation of more than 10 projects and all those projects have been accepted positively by donor organizations.
          In addition, «PMP» PU cooperated with various state bodies relating to real estate in different times and this cooperation is continuing today.
         The mutual cooperation between «Property Market Participants» Public Union and Public Register Service of Real Estate has been continued in high form and getting deep for two years. Agencies of «Property Market» journal, media magazine of the Union, travels regularly to Territorial Offices of the Service per each month and provide public with information about registrations, positive sides of public registration of property and etc. The conducted researches show that the said activity of «Property Market» Journal has been a part of Public Communication Campaign. We, as «PMP» PU are interested in organization of training, round tables, conferences, grouping and individual discussions with proprietors. The Union experts make regular speeches on the said field and analysis relating to the processes occurring in the real estate market by televisions. At the same time, monthly reports, quarterly, half annual and annual publications are presented to public by Mass Media.
«Property Market Participants» Public Union considers that citizens’ of regions ownership on property, transactions conducted on real estate, proprietorship rights, the ways of income, communication of public about easy business environment and enlightenment issues are much required fields. The conducted researches show that whereas the registrations of proprietary rights were 11516 during 2007, 70 % of them, i.e. 79517 of them were shared among Baku (47485), Sumgait, Ganja and Absheron Territorial Offices. The remaining 36099 registrations were conducted in 48 administrative regions for 16 territorial offices. The indicated fact shows that citizens’ are lack of knowledge in the said field, as their rights to obtain information relating to proprietary rights are restricted.
          Considering all abovementioned, «Property Market Participants» Public Union offers to express its capacities and interests in Public Communication Campaign. The Organization deems that it’s fully ready to participate in this project and willing to full execution of activities to be done within the project.
